What does the PPWR Role Finder do?

It asks you a series of questions about your position in the packaging supply chain and determines which legal role you hold under EU Regulation 2025/40 (PPWR): Manufacturer (Erzeuger), Producer (Hersteller), Importer, or Distributor. Each role carries different compliance obligations. The tool shows you exactly which ones apply to you and links to the most relevant resources.

Is this tool legally binding?

No. The PPWR Role Finder provides general orientation based on the regulation text. It does not constitute legal advice. For a formal compliance assessment, speak with a regulatory specialist or book a scope assessment with our team.

Why does the PPWR distinguish between Manufacturer and Producer?

These are two separate legal concepts. The Manufacturer (Art. 3(13)) is responsible for packaging design, Technical Documentation, and the Declaration of Conformity. The Producer (Art. 3(15)) is whoever first makes packaged products available on a national market, which triggers EPR registration and fee obligations. A brand owner typically holds both roles. The tool identifies which combination applies to you.

When do PPWR obligations take effect?

The first enforcement deadline is August 12, 2026. From that date, every packaging type on the EU market must be backed by a signed Declaration of Conformity, complete Technical Documentation, and proof of substance compliance (PFAS and heavy metals). EPR registration is already required in each Member State where your products are sold.
